Column stacking for 3D terrain. A stacking terrain (an authored TilePlacementEntry.stacks_on_occupied_cells) climbs full-height blocks to the first free cell above that column. It also climbs a thin pad when p_climb_occupied is set. Callers take that flag from TilePlacementEntry.builds_on_thin_tiles(), so an iso block builds on a pad and a block with a TerrainStackRule3D still replaces a slab. Terrains with stacking off paint in place. Validation of the stacked cell stays with the rule pipeline.
