Vertical placement rule for stacked 3D terrain blocks. It validates the cell TerrainStacking3D climbs to: a block above the base row must rest on a full-height block, stay within the stack height the cursor can still aim at, and not overlap a placed object. Runs inside the plugin's terrain rule pipeline, so hover previews, single paints, and drag commits all share the same verdict. Author it on a stacking terrain's rule list.

class TerrainStackRule3D extends TilePaintRuleMembers
| Name | Kind | Summary |
|---|---|---|
base_row | Property | Lowest row of the terrain. Blocks here sit on the ground layer and need no support beneath them. |
max_row | Property | Highest row a block may occupy. Keep it at or below ObjectPlacementSettings3D.surface_scan_max_y, or the cursor and objects could not find the stack's top. |
