TargetHighlighterService

Scene-free target highlighter service. Replaces the old TargetHighlighter Node class (removed in 6.0). Pure logic, 0 node-API calls. Sets CanvasItem modulate colors based on the current placement mode and the target's Manipulatable state. Hosted by GridPlacementHost.
