HostDependencyHealth

Missing-dependency health for GridPlacementHost. This collaborator owns the "have we warned about this missing dependency yet" state and the pure precondition/kind evaluation that short-circuits host dispatch when a session's targeting graph is incomplete. It was pulled out of the oversized host coordinator so the host file stays below its size threshold without losing the logic. The collaborator is deliberately decoupled from host private state. The host observes its own runtime graph, builds a HostDependencySnapshot, and forwards it here; the collaborator interprets dependency health over time (warn once, clear the warning when the dependency recovers) and produces missing-dependency reports. It never reaches into GridPlacementHost internals.
