Stateless collaborator for placement-preview rotation/flip. Extracted from GridPlacementHost so the host stays an input-routing facade ("services do logic, sessions own state, host routes input"). Every method is static and takes its dependencies explicitly (the active PlacementSession, the ManipulationSettings, and the 3D flag) so this collaborator owns NO host-owned dictionaries and mutates nothing on the host — it only drives the session's ManipulationParent, which already hosts the preview. Future placement-preview transform changes belong here, not on the host.
