SmoothPlacementCoordinator

Smooth-placement collaborator for [GridPlacementHost]. Owns the host's smooth/free placement plumbing: per-session service instances, the shared occupancy registries, preview ticking, commit dispatch, preview rotation, move-target pre-validation, and PlaceableInstance entry resolution. Extracted from GridPlacementHost so the host stays under its architecture ceiling; behavior is unchanged.
