SurfaceSupportEvaluator3D

Pure support-policy evaluator for physics-backed 3D placement samples. The sampler owns ray queries. This evaluator owns only the decision and typed evidence so preview, indicators, commit, diagnostics, and restore can share one policy without duplicating support rules in the placement service.
