Shared staging and commit bookkeeping for the placement-world restore coordinators. [PlacementWorldRestoreCoordinator2D] and [PlacementWorldRestoreCoordinator3D] stage every saved root off-tree, build one [Plan] per root, validate the batch, swap generations, and roll back on failure. This base owns the parts both share: staging the saved states, collecting the roots the new generation replaces, and the typed [Result]. Dimensions own plan preparation, projection commits, and rollback.
